Pirsum hanace, publicizing the miracle. That's the essence of Chanukah. The Chanukiya, the chanukah menorah, is required to be placed outside the door, or in a window that faces a street where people pass.

This is to counter act the Greek laws that forbade any practice of the Jewish religion. After a stressful and frightening time, people frequently "want to be careful," be cautious. Here we literally throw fear to the wind and light out candles for all to see.
