That picture was taken in the tunnel that runs underneath Shderot Zalman Shazar (I think that's the name of the street), allowing pedestrians to cross from the Binyanei Ha'umah side of the street to the other side of the street, and then walk a few meters over to Yaffo and the tachana merkazit.
I pity the yeshiva/seminary students who don't take busses while in Israel. It's such an intrinsic part of the Israel experience! Oh, the stories I have...
Besides, statistically it's safer to travel by bus than by private car.
